Who Is Responsible For Conducting a DSEAR Risk Assessment

​In Northern Ireland, employers and duty holders are legally responsible for conducting DSEAR risk assessments to manage risks from dangerous substances that could cause fire, explosion, or other hazards. The assessment must be carried out by a competent person with the necessary knowledge and experience, whether an internal staff member or an external specialist. Compliance is enforced by the Health and Safety Executive for Northern Ireland (HSENI), with local councils overseeing certain industries. Ensuring a proper DSEAR assessment not only meets legal requirements but also protects people, property, and business operations.

A DSEAR Risk Assessment Includes:

  • Evaluation of fire, explosion, or similar hazards — ignition sources, quantities, concentrations, temperature, and ventilation.
  • Zoning of explosive atmospheres (defining hazardous areas and their classification).
  • Control measures — elimination, substitution, engineering controls, ventilation, storage, and procedural controls.
  • Protective measures — equipment suitability (ATEX-rated), maintenance regimes, and emergency procedures.
  • Record of findings and action plan — including review intervals and responsibilities.
  • Training provided to workers as additional option
