What is COSHH?

COSHH (Control of Substances Hazardous to Health) is a UK regulation designed to protect workers from exposure to hazardous substances. It requires employers to assess, control, and prevent risks associated with hazardous chemicals, fumes, dust, vapors, and biological agents in the workplace.
In Ireland, a similar framework exists under the Safety, Health and Welfare at Work (Chemical Agents) Regulations 2001, which aligns with EU directives on chemical safety.

Who is Responsible for COSHH Compliance?

Employers are legally responsible for COSHH compliance under the Health and Safety at Work Act 1974 and COSHH Regulations 2002. The Health and Safety Executive (HSE) enforces these laws. In Ireland employers must comply with chemical safety regulations enforced by the Health and Safety Authority (HSA) under the Safety, Health and Welfare at Work Act 2005.

Employers must:
  • Identify hazardous substances
  • Conduct COSHH assessments
  • Implement control measures (PPE, ventilation, safe handling)
  • Train employees on risks and safety procedures
  • Monitor and review exposure levels

Typical Operations That Require COSHH Assessments

COSHH assessments are required in workplaces where hazardous substances are used, handled, or produced, including:
  • Manufacturing & Engineering – Handling chemicals, paints, solvents, and metalworking fluids
  • Construction – Cement dust, silica, adhesives, and insulation materials
  • Healthcare – Exposure to biological agents, disinfectants, and pharmaceuticals
  • Cleaning Services – Use of industrial cleaning chemicals and disinfectants
  • Automotive & Mechanics – Oil, fuel, brake dust, and solvents
  • Laboratories & Research Facilities – Handling toxic chemicals and biological agents
  • Hair & Beauty Salons – Use of dyes, aerosols, and chemical treatments
  • Printing & Textiles – Solvents, inks, and dyes
