Who Is Responsible For Arranging an Asbestos Survey

​In the workplace, the duty holder is responsible for arranging an asbestos survey. The duty holder can be:
  • The person or organisation that owns the premises.
  • The person responsible for maintenance and repairs within the premises, which could be the employer or a landlord.

Under the Control of Asbestos Regulations 2012, the duty holder must identify and assess the presence of asbestos and manage the risk posed by it. This includes arranging for an asbestos survey to be conducted to locate and assess any asbestos-containing materials (ACMs) in the building.
